NCIAVHR Discusses with Taiz Military Command Accountability Mechanisms and Investigates Citizen Al-Shuraabi’s Extrajudicial Killing

Today, the National Commission to Investigate Alleged Violations of Human Rights (NCIAVHR) met with Major General Khaled Qassem Fadhel, the Commander of the Taiz Military Axis and the 145th Brigade. The meeting focused on recent human rights developments in the governorate and the activation of accountability mechanisms.

The meeting, attended by representatives from military brigades under the axis, included remarks from Judge Ishraq Al-Maqtari, a member of the Commission. She emphasized the purpose of the Commission’s engagement with military authorities, particularly in monitoring allegations of violations committed by army personnel and conducting thorough investigations.

Judge Al-Maqtari highlighted the Commission’s role in reviewing measures taken by military authorities regarding such allegations. She stressed the importance of the Taiz Axis and its brigades adhering to accountability procedures for individuals proven to have committed violations of rights and freedoms. She also called for the submission of accountability measures undertaken within internal military oversight and law enforcement frameworks to the Commission.

In response, Major General Khaled Fadhel outlined recent actions by the Axis to protect civilians, especially in light of renewed military confrontations following attacks by the Houthi militia. He also described efforts to pursue individuals accused of human rights violations, ensuring collaboration with the judiciary to uphold justice.

General Fadhel affirmed the Taiz Axis’s commitment to balancing its dual responsibilities: defending Taiz against Houthi aggression targeting the governorate and its residents, while safeguarding citizens in liberated districts and holding military personnel accountable for their misconduct.

The meeting also addressed ten incidents under investigation by the Commission, including assaults on property, harassment, and restrictions on freedom. Among these is the recent extrajudicial killing of victim Saif Mahmoud Al-Shuraabi in the Al-Masbah area of Al-Qahirah District last week, a case that has drawn significant public attention.

The Commission subsequently visited the residence of the victim, Saif Al-Shuraabi, to hear testimonies from his family and eyewitnesses, as well as to inspect the scene of the incident.
