The Commission\u2019s delegation was headed by Judge Ahmed Saeed Al-Muflihi, who presented His Excellency with a copy of its Fourteenth Periodic Report.<\/p>\n<p>The President received a comprehensive briefing from the Chair and members of the National Commission on its activities during the preceding period in the areas of documentation, investigation, referral of cases to the judiciary, and inspection visits to prisons, detention centres, and sites where civilian casualties had occurred. The briefing also addressed the facilitation required to enable the Commission to fulfil its mandate under the relevant national and international laws.<\/p>\n<p>The briefing further highlighted the key findings of the Commission\u2019s Fourteenth Periodic Report and the violations documented during the reporting period. These included incidents involving attacks against civilians and the recruitment of children, as well as dozens of cases of extrajudicial killings, torture and ill-treatment, forced displacement, the destruction of homes, the laying of landmines, and attacks against civilian, religious, and medical facilities. The report also documented violations affecting women and attacks against commercial vessels in the Red Sea.<\/p>\n<p>His Excellency the President commended the national and professional role undertaken by the National Commission to Investigate Alleged Violations of Human Rights, particularly during this exceptional period. He emphasised that the Commission\u2019s independence, impartiality, and professionalism are the source of its strength and credibility among Yemenis and the international community.<\/p>\n<p>The President of the Republic and Chairman of the Presidential Leadership Council also addressed recent developments in the country, including the widespread escalation by the armed Houthi group, particularly in Taiz, Hodeidah, and the western coast. He noted that the escalation had resulted in an unprecedented wave of displacement and attacks against civilian facilities and objects protected under international law, including warehouses belonging to the United Nations and international organisations, as well as facilities operated by the King Salman Humanitarian Aid and Relief Centre that serve hundreds of thousands of people.<\/p>\n<p>His Excellency the President stressed that these developments require the Commission, within the framework of its mandate and independence, to intensify its monitoring and conduct urgent field investigations into incidents associated with the escalation, particularly in Taiz, Hodeidah, Marib, and other areas affected by hostilities.<\/p>\n<p>\u201cWe want a nationally documented human rights account of what occurred, including the killing and starvation of civilians, displacement and forced displacement, attacks against homes and civilian, medical, and educational facilities, damage inflicted on camps for internally displaced persons, the laying of landmines, and any other violations of international humanitarian law or international human rights law,\u201d he said.<\/p>\n<p>The President emphasised the need to pay particular attention to what happens to civilians during displacement, including any attacks against displacement routes or civilian convoys, and to document the circumstances that forced families to leave their areas.<\/p>\n<p>His Excellency urged the National Commission to redouble its valued efforts to expand the geographical scope of its monitoring across the country\u2019s governorates, in light of reports of arrests, arbitrary detentions, and restrictions imposed on humanitarian workers and civilians. He also called for particular attention to cases of child recruitment, mobilisation, enforced disappearance, and unlawful detention, and for such cases to be verified in accordance with the Commission\u2019s standards.<\/p>\n<p>His Excellency explained that the work of the National Commission is not limited to documenting past violations; it also contributes to protecting people in the present, preventing future violations, and laying the foundations for the justice and sustainable peace sought by all Yemenis.<\/p>\n<p>The President affirmed that the State must conduct its battle while remaining committed to the law and must investigate human rights violations regardless of the party to which they are attributed. He noted that the war launched by the Houthi group does not justify the suspension of the law.
