National Mechanisms to Achieve Accountability and Redress Victims” Panel Discussion in Aden

On Monday, the National Commission to Investigate Alleged Violations of Human Rights (NCIAVHR) held a panel discussion on “The National Mechanisms to Achieve Accountability and Redress for Victims”, with the participation of the relevant official authorities and civil society organizations in the interim capital, Aden.

The seminar addressed five discussion papers by representatives of the Ministry of Justice, the Ministry of Legal Affairs and Human Rights, the Human Rights Division of the Attorney General’s Office, and representatives of local and international civil society organizations working in the field of human rights protection in the governorate participated.

At the opening session, the head of the Commission, Judge Ahmed Al-Muflahi, introduced the national mechanisms for achieving accountability and justice for the victims, and the efforts of the Commission in this context, which is reflected in preserving the rights of the victims and bringing the perpetrators to justice.

The first paper dealt with the efforts of the Commission in the context of preparing for accountability for violations, towards achieving the rule of law, redressing victims, and avoiding impunity. The paper was presented by a member of the Commission, Dr. Dhia Muhairez. The paper included a number of recommendations submitted to the government and the civil and international communities.

Moreover, the paper presented by the representative of the Ministry of Justice, Judge Nabil Hassan Salih, discussed the importance of accountability for human rights violations in combating impunity, its means, types, fields, and the factors influencing the process of accountability, and the experiences of countries in that.

The Human Rights Division of the Public Prosecutor’s Office participated in another paper, presented by Judge Ali Mabrouk Al-Salmi, on the role of the national judiciary in promoting human rights by activating accountability, combating impunity, and redressing victims.

While the discussion paper presented by Judge Shamsan Ali Antar for the Ministry of Legal Affairs and Human Rights focused on the state’s responsibility in combating impunity, preventing violations, and strengthening the rule of law.

For his part, Dr. Mahmoud Shaef reviewed a final pap

er on the efforts and role of civil society organizations in the context of accountability for violations, justice for victims, and promotion and protection of human rights.

The paper also discussed the need to strengthen the judicial system and apply the law as a prerequisite for achieving accountability, which requires the national level to take a number of necessary steps and procedures discussed by the paper.

At the end of the event, in which dozens of representatives of official bodies related to human rights and local and international civil society organizations participated, a set of interventions and recommendations were made by the participants in the panel discussion.
